The Employment Leave Bill has been introduced to Parliament and is expected to replace the Holidays Act 2003.

It represents the biggest change to New Zealand’s leave system in more than 20 years.

If passed, employers will need to review payroll systems, employment agreements and leave policies before the new framework takes effect.

The legislation is expected to be finalised later this year, with most changes taking effect within two years.

The Bill proposes a new framework for calculating and paying leave, including hours-based accrual from day one, a simplified hourly leave pay rate, and a new Leave Compensation Payment (LCP) for additional and casual hours worked.

The reform aims to simplify leave entitlements, reduce compliance costs, and make entitlements clearer.
